A.    PLEDGE OF ALLEGIANCE AND ROLL CALL

President McGurk called the regular meeting to order at 12:30 p.m., and Director Atkins led the Pledge of Allegiance.

 

Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Director of Finance and Administration Ram, Maintenance Manager Higares, Water Supply Manager Donis, District Engineer Evensen, Administrative Assistant Rodriguez and Legal Counsel Zolezzi. Director Cortopassi was absent.

 

B.     CONSENT CALENDAR (None)

 

C.    PUBLIC COMMENT

Anthony Borba and Cristy Borba communicated to the District they received a letter from the District labeling them as unlawful. After speaking with Assistant Manager Vega, it was determined there had been a miscommunication. Mrs. Borba also notified the District that their outstanding 2023 bill has been paid in full and assured there will be better communication moving forward to prevent any future issues.

Director Sanguinetti inquired on the expenses and staff provided clarification.

3.      Stockton East Water District – Consider Approving A Professional Services Agreement – Engineering Services During Construction With HDR, Inc

Manager Hopkins provided the Board with a staff report. Manager Hopkins reported the District is required by the Calaveras River Habitat Conservation Plan (CHCP) to complete the Bellota Weir Modifications Project by 2030. The project is planned and estimated to take four to five years of construction, meaning the District must begin construction by the summer of 2025. Manager Hopkins reviewed the staff report and staff provided responses to questions.

 

A motion was moved and seconded to approve authorize the General Manager to approve a Professional Service Agreement with HDR, Inc to provide engineering services during Project Bid and Construction in the amount of $3,006,341, plus a 10% contingency of $300,634 for a total of $3,306,975 and make all other necessary approvals, and release a Request for Bids for construction Phases 1A through 1D, as presented.

4.      Stockton East Water District – Consider Approving A Professional Services Agreement With Lucas Business Systems

Manager Hopkins provided the Board with a Professional Services Agreement With Lucas Business Systems. Manager Hopkins reported the District existing five-year lease agreement for Lucas Business Systems is set to expire in June 2025. Currently, Stockton East Water District leases four printers under this agreement, with a lease term of five years. The District’s current average monthly lease payment is $1,485.55, totaling $89,133 over the full lease term. Manager Hopkins reviewed the staff report and staff provided responses to questions.

 

A motion was moved and seconded to consider approving the contract for $83,631 plus 10% contingency of $8,363 for a total of $91,994.10, as presented.

F.     REPORT OF GENERAL MANAGER

1.      Water Supply Report as of 02/11/25

Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.

 

There is 190,152 AF in storage at New Hogan Reservoir. Current releases are set at 47 cfs. There is 1,927,358 AF in storage at New Melones Reservoir. Current releases are set at 204 cfs. The current release at Goodwin Dam to Stanislaus River is set at 235 cfs and release to all water users is set at 235 cfs. The District Water Treatment Plant (WTP) is currently processing 22 mgd. North Stockton is currently utilizing 6 mgd. South Stockton is currently using 5 mgd. Cal Water is currently utilizing 13 mgd. The City of Stockton WTP is currently processing 12 mgd.

3.      Report on General Manager Activities

a.       Stockton East Water District Activities Update

Manager Hopkins informed the District received a notice from the U.S. Bureau of Reclamation (USBR), stating that due to an executive order from the president, funding from the Innovation and Infrastructure Jobs Act has been frozen. Two of the District's grants, which were receiving funding from this source, are now affected. The Bureau of Reclamation has notified the District the funding is on hold until further notice. The two projects impacted by the funding freeze are the ASR Well and the Clements Road Pipeline Design.

 

Manager Hopkins reported the District received notice regarding the Eastern San Joaquin Groundwater Authority Executive Committee Meeting, which will include representatives from the North San Joaquin Water Conservation District (NSJWCD), Lockeford Community Services District (LCSD), Stockton East Water District (SEWD), Oakdale Irrigation District (OID), and South San Joaquin Irrigation District (SSJID).

 

Manager Hopkins reported he had a meeting with Stanislaus County staff last week regarding the District’s request for changes to the Central Valley Contract to supply water to Stanislaus County and parts of San Joaquin County outside the District. He was informed that the Stanislaus County Board of Supervisors decided not to support the District’s proposal due to opposition from the Oakdale Irrigation District (OID).

 

Manager Hopkins reminded the Board of Directors that Form 700s are due by February 28th.

 

Manager Hopkins reported receiving a press release from the U.S. Bureau of Reclamation regarding Central Valley Project allocations, noting the East Side Division was not included. He also mentioned Drew Lassard would like to schedule a meeting with him after the March 1st snow survey.

 

Manager Hopkins presented the Board of Directors with the February Employee Spotlight, which has also been published on the District's website and LinkedIn.

Manager Hopkins reported the air date for the interview the District has with Congressman Josh Harder will be released on February 28th.

 

Manager Hopkins reported the equipment use for the week of 02/10/25.

4.      Stockton East Water District Finance Update

Director of Finance and Administration Ram provided the Board with a finance update. As of February 24th, she reported the Local Agency Investment Fund (LAIF) offers an apportionment rate of 4.62% for the quarter ending December 31, 2024. The Pooled Money Investment Account (PMIA), which supports LAIF, reported an average daily yield of 4.34% as of February 12, 2025. Director Ram explained these rates reflect the state’s investment performance and are subject to change based on market conditions. Additionally, as of December 31, 2024, the California Class Prime Fund reported a one-year annualized return of 5.3875%. Director Ram noted the monthly yields for California CLASS Prime have varied over the past year, with a month-end yield of 4.41% in February 2025. Director Ram also reported the 2024 final bills have been printed and are being prepare to be mailed out on February 28th.

1.      San Joaquin County Flood Control and Water Conservation District Advisory Water Commission Meeting, 02/19/25

Directors McGurk and Atkins attended the San Joaquin County Flood Control and Water Conservation Advisory Water Commission Meeting. Director McGurk reported a new commission chair and vice chair were elected, with John Holbrook becoming the new chair and Michael Panzer serving as vice chair. Director Atkins provided an update on the Mokelumne River Integrated Conjunctive Use Program (MICUP) and shared a presentation by River Partners on the Mokelumne River Floodplain Reconnection Initiatives, as well as an update on the Flood Resilience Ordinance.
