President McGurk called the regular meeting to order at 12:30 p.m., and President McGurk led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, District Engineer Evensen, Water Supply Manager Donis, Maintenance Manager Higares, Administrative Assistant Rodriguez, Consultant Barkett and Legal Counsel Zolezzi. Director Cortopassi was absent.

D. SCHEDULED PRESENTATIONS AND AGENDA ITEM
1. Stantec – Water Treatment Plant Master Plan Presentation
Michael Price from Stantec presented to the Board on the Water Treatment Plant Master Plan and the 20-Year Capital Improvement Plan. Mr. Price outlined the results of the Master Plan and Capital Improvement Plan, which began in 2023. The goal of the master plan is to create a comprehensive 50-year strategy and a 20-year capital improvement plan for the Water Treatment Plant. Mr. Price explained that the approach focuses on managing, optimizing, sustaining, and protecting water sources, while also operating, maintaining, and modernizing processes and facilities, assessing the facilities, and managing assets.
Mr.Price also shared the water demand evaluation, which indicated no increase in water demand beyond 2035, according to the urban water management plan, meaning there would be no need to expand the water treatment plant. The District will need to provide updates to the urban contractors and the United States Bureau of Reclamation (USBR).
Mr. Price highlighted the deficiencies in sedimentation, filtration, and solids dewatering processes. A high-level evaluation of facilities and assets identified 40 critical assets and processes. The five treatment process areas are: sedimentation, filtration, chemical feed systems, taste and odor control, and solids dewatering.
Finally, Mr. Price discussed the phased capital improvement projects. Phase 1 focuses on high-risk processes and facilities that need immediate attention, with improvements scheduled for 2025-2029 and other high-risk processes and facilities planned for 2030-2034. The total capital cost for Phase 1 is estimated at $253.9 million. Phase 2 includes long-term improvements for medium and low-risk processes and facilities (2035-2045), with an estimated capital cost of $19.2 million.

2. Minutes 02/04/25 Regular Meeting
Director McGurk made the following corrections to the minutes;

4. Stockton East Water District – WTP Access Control System, Video Security System and Proposed Budget Amendment Memo
Manager Hopkins provided the Board with a memo regarding the WTP Access Control System, Video Security System and Proposed Budget Amendment. Manager Hopkins informed the Board the District has recently seen a rise in instances of unauthorized access and trespassing on its Water Treatment Plant (WTP) properties through multiple entry points. Staff evaluated many options to better supervise campus accessibility and surveillance, to provide improved security for the water treatment plant facilities. Manager Hopkins reviewed the memo and staff provided responses to questions.
A motion was moved and seconded to approve the proposed budget transfer as presented in Table 4 and authorize the General Manager to approve a contract with Calidad Services Inc, for $174,958 plus 10% contingency of $17,496, for a total of $192,454, and make all other necessary approvals, as presented.

5. Stockton East Water District – Consider Approving Fiscal Year 2024-2025 Budget Amendment to Support Projects Completion Memo
Manager Hopkins presented the Board with a memo to Consider Approving Fiscal Year 2024-2025 Budget Amendment to Support Projects Completion. Manager Hopkins reported the Board of Directors approved Fiscal Year (FY) 24-25 budget included several projects in both Treatment Plant (Fund 94) and Water Supply (Fund 71) funds. Due to several factors including material pricing and lead time and construction, a few projects in each fund require additional funding. The FY 24-25 budget for Fund 94 does not include sufficient funding for the following projects: MCC-2 Rehabilitation, Low Lift P-1 Pump Replacement and Three Control Vault BFV and Actuator Replacements. Manager Hopkins reviewed the memo and staff provided responses to questions.
Director Watkins requested a review of the amounts in Table 1 and Table 2, and asked for the corrected figures to be presented at the next regular board meeting.

E. COMMITTEE REPORTS
1. San Joaquin Farm Bureau Federation Water Advisory Committee Meeting, 02/05/25
Director Watkins and Manager Hopkins attended the San Joaquin Farm Bureau Federation Water Advisory Committee Meeting. Manager Hopkins reported South San Joaquin Irrigation District (SSJID) held a couple of workshops last week on their Canyon Tunnel Project to encourage public feedback and raise awareness. Manager Hopkins also mentioned Woodbridge Irrigation District (WID) will begin draining Lodi Lake starting this Friday. Additionally, the District’s consultant, Woodard and Curran, gave a public outreach presentation on the Calaveras River Watershed Resiliency Plan.
2. San Joaquin County and Delta Quality Coalition Steering Committee Meeting, 02/10/25
Director Atkins attended the meeting, but no one else was present.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 02/04/25
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 169,882 AF in storage at New Hogan Reservoir. Current releases are set at 46 cfs. There is 1,891,313 AF in storage at New Melones Reservoir. Current releases are set at 327 cfs. The current release at Goodwin Dam to Stanislaus River is set at 205 cfs and release to all water users is set at 205 cfs. The District Water Treatment Plant (WTP) is currently processing 28 mgd. North Stockton is currently utilizing 5 mgd. South Stockton is currently using 5 mgd. Cal Water is currently utilizing 20 mgd. The City of Stockton WTP is currently processing 10 mgd.

3. Report on General Manager Activities
a. ACWA State Legislative Committee Meeting, 02/07/25
Manager Hopkins attended the ACWA State legislative Committee Meeting. Manager Hopkins reported AB 293 proposes to apply the same FPPC requirements for Groundwater Sustainability Agencies (GSAs) as those already in place for public agencies. SB 72, known as the California Water for All bill, follows last year's SB 366, which the District supported. SB 366 required the California State Water Resources Control Board to create a plan to increase water storage by 40,000,000 AF over the next 30 years. Additionally, AB 362 would incorporate tribal beneficial use into the CEQA process. Manager Hopkins also reported a legislative proposal from a peer agency to establish a PFAS mitigation fund for public water systems. Manager Hopkins reported the Executive Director Dave Eggerton has resigned and the ACWA Board appointed Tiffany Giammona.
b. Stockton East Water District Activities Update
Manager Hopkins reported the Calavera River Watershed Resilience Study is still in the public outreach phase. The consultant has shifted to a new approach, focusing on smaller, targeted outreach groups. Additionally, Manager Hopkins mentioned the District has added a link to the survey on its website.
Manager Hopkins reported sed basins 1 & 2 annual cleaning and maintenance has begun.
Manager Hopkins reported Congressman Josh Harder would like to do a press event for the Farmington Dam Study. The press event will be on Thursday, February 20th at 2:30 p.m.
Manager Hopkins reported the Stagnaro leak was repaired by removing the gate, resetting it, and fixing the seal, which successfully stopped the leaking.
Manager Hopkins reported the use of equipment for the week of February 3rd.
4. Stockton East Water District Water Supply Update
Water Supply Manager Donis presented the Board with an update. Water Supply Manager Donis reported the New Melones Lake storage one year ago was 1,975,580 AF and storage today are 1,891,313 AF, New Hogan Lake storage one year ago was 184,483 and storage today was 169,882 AF. The 11 monitoring wells sampled and averaged up 1.38 FT. Water Supply Manager Donis also reported a work summary which include treatment plant sprayed and disked, LFC and UFC aquatic preemergent applied, LFC trash racks in service, improvement completed, AG meter maintenance ongoing and Bellota pipeline ARV monthly maintenance complete.

Director Atkins and Director Watkins attended the Greater Stockton Chamber of Commerce – Monthly Mixer – WelbeHealth. Director Atkins reported WelbeHealth takes care of all the San Joaquin Valley for patients with Medical. WelbeHealth will provide the patient with breakfast, lunch, and other activities WelbeHealth provides.
2. Stockton East Water District – Dr. Joe Waidhofer Water Treatment Plant Tour, 02/07/25
Director Atkins, Sanguinetti, Nakaue, Watkins, Panizza and Manager Hopkins attended the Stockton East Water District – Dr. Joe Waidhofer Water Treatment Plant Tour. Director Nakaue reported Councilmember Mario Enriquez was the only elected official who attended the tour. Director Panizza reported staff did a great job on the presentation of the tour.
