President McGurk called the regular meeting to order at 12:30 p.m., and Legal Counsel Zolezzi led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, District Engineer Evensen, Administrative Assistant Rodriguez and Legal Counsel Zolezzi. Director Cortopassi was absent.

Danny Trejo from the City of Stockton introduced Travis Small as the new Deputy Director of Water Resources for the City of Stockton Municipal Utilities Department.

Director McGurk made the following correction to the minutes;

F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 01/21/24
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 164,043 AF in storage at New Hogan Reservoir. Current releases are set at 53 cfs. There is 1,865,634 AF in storage at New Melones Reservoir. Current releases are set at 14 cfs. The current release at Goodwin Dam to Stanislaus River is set at 209 cfs and release to all water users is set at 209 cfs. The District Water Treatment Plant (WTP) is currently processing 32 mgd. North Stockton is currently utilizing 8 mgd. South Stockton is currently using 7 mgd. Cal Water is currently utilizing 13 mgd. The City of Stockton WTP is currently processing 10 mgd.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported he and the staff had a virtual meeting with Congressman Josh Harder’s team and United States Army Corp of Engineers (USACE), as they will be assisting the District in applying for Community Project Funding to support the pipeline projects along the Calaveras River.
Manager Hopkins reported the Bellota Project has been approved to be included in the San Joaquin Council of Governments One Voice binder for May.
Manager Hopkins reported that the District is currently in the process of the annual WTP granular activated carbon (GAC) replacement. He stated that the work is expected to be completed by next week, with the GAC refill scheduled for mid-March.
Manager Hopkins reported the District has coordinated a site tour with two recently elected officials—one from the San Joaquin Board of Supervisors and the other from the City of Stockton. The tour is scheduled for Friday, February 7th.
Manager Hopkins provided an update on the coordination between the District and the North San Joaquin Water Conservation District (NSJWCD) concerning demand management, as both Districts are significantly impacted by the demand management requirements in the Groundwater Sustainability Plan (GSP). Manager Hopkins recommended since this is primarily a policy discussion, the Board president appoint a Director to attend the meetings.
Director McGurk appointed Director Watkins to attend the meetings.
Manager Hopkins reported the equipment use for the week of January 20th.
4. Stockton East Water District Finance Update
Director of Finance & Administration Ram provided an update, reporting the interest rates, reporting that California Class yielded5% in October, 4.82% in November, and 4.63% in December, while LAIF’s quarterly interest was 4.62%. The LAIF interest income for the quarter ending in December totaled $503K, with first quarter earnings at $493K and second-quarter earnings at $518K, bringing the total to $1.5M. Director Ram also reported that the District has initiated orientation and implementation process for the new finance software with Tyler Technologies. Additionally, the EPA WIFIA loan letter of interest was submitted in December, approved in January, and the District has been invited to proceed with the application process. The District is working with consultants to obtain a credit rating with S&P. Staff will present a memo to the Board at the next regular meeting regarding this matter.
