President McGurk called the regular meeting to order at 12:30 p.m., and Director Sanguinetti led the Pledge of Allegiance.

 

Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, District Engineer Evensen, Maintenance Manager Higares, Water Supply Manager Donis, Administrative Assistant Rodriguez and Legal Counsel Zolezzi. Director Cortopassi was absent.

Director McGurk inquired on expenses and staff provided clarification.

3.      Stockton East Water District Policy Manual – Reserve policy No. 6040

Director McGurk notified the Board agenda item D-3 will be postponed to a later date.

 

 

4.      Stockton East Water District - District Support For Leadership Stockton Project At Haven Of Peace Memo

Manager Hopkins presented the Board with a memo regarding District Support For Leadership Stockton Project At Haven Of Peace. Manager Hopkins reported one of the District’s strategic areas is relationship building. The District's Maintenance Manager Higares has been attending Leadership Stockton which is a leadership development program through the Stockton Chamber of Commerce. Leadership Stockton is requesting support for a Haven of Peace facility project.

 

Maintenance Manager Higares reviewed the memo and provided responses to questions.

 

A motion was moved and seconded to approve the use of staff time and equipment to support the Leadership Stockton project at Haven of Peace, as presented.

E.     COMMITTEE REPORTS

1.      San Joaquin Farm Bureau Federation Monthly Water Committee Meeting, 01/08/25

Directors Sanguinetti, Watkins, Manager Hopkins and Water Supply Manager Donis attended the San Joaquin Farm Bureau Federation Monthly Water Committee Meeting. Manager Hopkins reported most of the districts attending the meeting are currently focused on winter rehabilitation projects. Oakdale Irrigation District (OID) is working on their tunnel project and new headquarters, while Woodbridge Irrigation District (WID) and North San Joaquin Water Conservation District (NSJWCD) are undertaking pipeline replacement projects. Additionally, San Joaquin County (SJC) continues to conduct outreach for their Flood Resiliency Ordinance.

 

2.      San Joaquin County and Delta Water Quality Coalition Steering Committee Meeting, 01/13/25

No Board member attended this event.

 

G.    REPORT OF GENERAL MANAGER

1.      Water Supply Report as of 01/07/24

 

Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.

 

There is 165,249 AF in storage at New Hogan Reservoir. Current releases are set at 98 cfs. There is 1,864,469 AF in storage at New Melones Reservoir. Current releases are set at 136 cfs. The current release at Goodwin Dam to Stanislaus River is set at 200 cfs and release to all water users is set at 200 cfs. The District Water Treatment Plant (WTP) is currently processing 34 mgd. North Stockton is currently utilizing 10 mgd. South Stockton is currently using 4 mgd. Cal Water is currently utilizing 12 mgd. The City of Stockton WTP is currently processing 0 mgd.

           

            Water Supply Manager Donis provided responses to questions.

a.       Stockton East Water District Activities Update

Manager Hopkins reported District staff has held several meetings with landowners along the proposed Clements Road Pipeline alignment. One landowner, who is in the process of selling their property, asked if the District would be interested in purchasing it. Manager Hopkins stated the landowner shared their expectations, offering approximately 100 acres for sale, with a listing price of around $30K per acre. The Board expressed interest in bringing back an agenda item related to the potential land purchase.

 

Manager Hopkins reported a request for an update to some of the flow modeling in the Peters and Bellota Pipelines. Stantec and staff conducted the work, and with the restoration of the constant head vault, the District could increase the flow rate from Peters Pipeline through the intertie to the Bellota Pipeline by 4 cfs, bringing the maximum flow to 67 cfs. While the constant head vault would enhance the District's ability to convey water through Bellota, Manager Hopkins clarified, with or without the vault, the combined maximum flow to the water treatment plant through both the Bellota and Peters Pipelines remains the same.

 

Manager Hopkins reported the use of the equipment for the week of January 5th

Manager Hopkins reported he recently met with staff regarding the $12M grant the District received from the Department of Water Resources (DWR) in July 2022, which has a funding deadline of October 2025. Manager Hopkins reported District staff had contacted DWR about an extension, and the Department confirmed that the funding deadline could be extended to October 2026. Manager Hopkins explained the Bellota project would need to begin this year; however, the WIFIA and SRF funding would not be available for approximately another six to nine months. As a result, the District is considering securing a private loan to cover the first phase of the Bellota Project.

Manager Hopkins and Assistant Manager Vega provided responses to questions.

 

4.      Stockton East Water District Water Supply Update

Water Supply Manager Donis presented the Board with an update. Water Supply Manager Donis reported the 11 monitoring wells sampled and averaged up 1.65FT with a total recharge of 15,606 AF for 2024. New Melones Lake storage as of last year is 1,982,800 AF and New Hogan storage was 167,527 AF.

 

G.    DIRECTOR REPORTS

1.      Greater Stockton Chamber of Commerce – Monthly Mixer, Valley Strong Credit Union, 01/09/25

Director Watkins attended the Greater Stockton Chamber of Commerce – Monthly Mixer, Valley Strong Credit Union. Director Watkins reported he spoke with a gentleman who previously worked with F&M Bank and specializes in providing loans to various government agencies.

 

2.      ACWA Region 4 Board Meeting, 01/10/25

Director Watkins attended the ACWA Region 4 Board Meeting. Director Watkins reported a copy of the amended by laws was provided to the Board, spoke about their strategic plan, regional elections timeline. Director Watkins reported ACWA is coming up with a YouTube channel and suggested the District submit the videos which have been presented to the Board on the ACWA YouTube channel. Region 4 has $1.5K in funds to spend for Region 4 events. Director Watkins also reported the next quarterly meeting will be on Friday, August 8th and the Region 4 event will be Wednesday, April 16th.
