Vice President McGurk called the regular meeting to order at 12:30 p.m., and Water Supply Manager Donis led the Pledge of Allegiance.
Present at roll call at the District were Directors McGurk, Nakaue, Panizza and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, District Engineer Evensen, Water Supply Manager Donis, Administrative Assistant Rodriguez, Legal Counsel Zolezzi and Consultant Barkett. Directors Atkins, Cortopassi and Sanguinetti were absent.

4. State Water Resources Control Board – 2024/2025 Water Right Fees
Manager Hopkins presented the Board with the State Water Resources Control Board – 2024/2025 Water Right Fees. Manager Hopkins reported the Water Rights Fees are due annually.
A motion was moved and seconded to approve the 2024/2025 Water Rights Fees, as presented.

5. Consideration of the Proposed Annual Budget Fiscal Year 2025/2026
Director of Finance and Administration Ram presented the Board with the Proposed Annual Budget Fiscal Year 2025/2026. Director of Finance and Administration Ram reported that per the District’s 2nd Amended Contract, the annual budget needs to be adopted by the Board before December 15th. Director of Finance and Administration Ram reported both the Agricultural and Municipal Committees have reviewed and recommended the budget be adopted as presented. The budget was sent to the Urban Contractors and the District has not received any comments to date and Staff recommends the Board approve the 2025/2026 budget as presented.

Seeing no public comment, Vice President McGurk closed the Public Hearing at 12:39 p.m.

Manager Hopkins provided the Board with Resolution No. 24-25-13 to Consider Adopting Proposed Budget For Fiscal Year 2025/2026.

This meeting was cancelled.
G. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 11/26/24
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 167,438 AF in storage at New Hogan Reservoir. Current releases are set at 100 cfs. There is 1,825,574 AF in storage at New Melones Reservoir. Current releases are set at 133 cfs. The current release at Goodwin Dam to Stanislaus River is set at 202 cfs and release to all water users is set at 202 cfs. The District Water Treatment Plant (WTP) is currently processing 32 mgd. North Stockton is currently utilizing 5 mgd. South Stockton is currently using 5 mgd. Cal Water is currently utilizing 18 mgd. The City of Stockton WTP is currently processing 10 mgd.

3. Report on General Manager Activities
Manager Hopkins reported District staff and himself worked together to modify the proposed layout of the Clements Pipeline Project. This adjustment will result in two fewer turnouts being installed, but it will allow for the irrigation of an additional 60 acres using surface water.
Director Watkins inquired on what is the projected acre-feet. Manager Hopkins replied about 1,500 acre-feet.
Manager Hopkins presented the Board with a list of where the District’s equipment was located and what it is being used for. Water Supply Manager Donis reported the John Deere has been fixed and is now being used for mowing.
Manager Hopkins presented the Board with the draft Eastern Water Alliance (EWA) presentation which will be presented to the Eastern Water Alliance Committee on Friday, December 13th.
4. Stockton East Water District Water Supply Update
Water Supply Manager Donis provided the Board with an update on the District’s water supply. Water Supply Manager Donis reported the District’s monthly well monitoring grouped average was down 6.72 FT with a total recharge year to date of 14,100 AF. New Melones Lake storage one year ago was 130,337 AF less, top of conservation is 1,970,00AF and allocation used is 42.5%. New Hogan Lake storage one year ago was 6,056 AF less, top of conservation is 152,100 AF and the release of 100 CFS.

Directors Atkins, Sanguinetti, Watkins and Manager Hopkins attended the 2024 ACWA Fall Conference & Expo. Director Watkins reported the committees provided updates on items presented at previous meetings. Manager Hopkins reported the Bureau of Reclamation is willing to help with the District’s projects.
