Vice President McGurk called the regular meeting to order at 12:30 p.m., and Director Panizza led the Pledge of Allegiance.
Present at roll call at the District were Directors McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, District Engineer Evensen, Chief Plant Operator Brothers, Administrative Clerk Barraza, Legal Counsel Zolezzi and Consultant Barkett. Director Atkins and Cortopassi were absent.

3. Resolution No. 24-25-12 – A Resolution Of The Board Of Directors Of Stockton East Water District Declaring The Intent Of The District To Be Reimbursed For The Certain Capital Expenditures From The Proceeds Of Indebtedness
Manager Hopkins presented the Board with Resolution No. 24-25-12 – A Resolution Of The Board Of Directors Of Stockton East Water District Declaring The Intent Of The District To Be Reimbursed For The Certain Capital Expenditures From The Proceeds Of Indebtedness. Manager Hopkins reported the District intends to construct and install improvements to its water system which maintains and facilitates the District performing an essential government function. The District will be paying certain capital expenditures in connection with the current projects like the Bellota Weir Modifications Project which is expected an approximate principal amount of $121 million. Manger Hopkins reported the District expects certain proceeds of the Indebtedness will be used to reimburse the District for the Expenditures.

4. Peters Pipeline – Stantec Presentation
Manager Hopkins presented the Board with Mike Price from Stantec, giving a presentation on Peter’s Pipeline Rehabilitation options. Mike presented the Board with Peter’s Pipeline background, objectives, condition assessment, rehabilitation methods, option considerations, descriptions of options and recommendations. District Engineer Evensen informed the Board, Stantec has been working with District staff on the Water Treatment Plant Master Plan and the concerns staff have with making sure the District’s pipelines our available in the future and are able to get 65 MGD which is needed for the Water Treatment Plant. Discussion followed.
a. Stockton East Water District – Professional Service Agreement – Peters Pipeline Rehabilitation Urgent Design and Budget Amendment Memo
Manager Hopkins presented a memo to the board requesting approval of a Professional Services Agreement for Peter’s Pipeline Rehabilitation Urgent Design, along with a proposed budget amendment. District Engineer Evensen reviewed the memo and provided responses to questions.
A motion was moved and seconded to authorize the budget amendment proposed in Table 1 and authorize the General Manager to execute a Professional Services Agreement with Stantec Consulting Services Inc. in the amount of $496,668, plus a 10% contingency of $49,667 for a total of $546,335, and make all other necessary approvals, as presented.

Director McGurk presented the board with a Cancellation of December 24, 2024, Stockton East Water District Regular Board Meeting.

E. COMMITTEE REPORTS
1. Eastern San Joaquin Groundwater Authority Steering Committee Meeting, 11/13/24
Director Watkins and Manager Hopkins attended the Eastern San Joaquin Groundwater Authority Steering Committee Meeting. Director Watkins reported a presentation was given on the Draft Communications and Engagement Plan, which had 56 respondents. The committee recommended amending the 2024-2025 Eastern San Joaquin Groundwater Authority Budget to the Eastern San Joaquin Groundwater Authority Board to be able to do the Annual Report for 2025. Manager Hopkins reported the committee recommended the ad-hoc administrator take the demand management from the scope of work to the full Groundwater Authority Board for approval. Manager Hopkins also reported the committee is currently looking for a full-time Groundwater Authority Executive Director.
2. San Joaquin Farm Bureau Federation Monthly Water Committee Meeting, 11/13/24
Director Watkins and Manger Hopkins attended the San Joaquin Farm Bureau Federation Monthly Water Committee Meeting. Director Watkins reported this was a short meeting. Manager Hopkins reported a presentation update was given on the San Joaquin County Flood Ordinance and as an ex-officio he thought the county did a really good job presenting the proposed updates to the flood ordinance.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 11/12/24
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 172,768 AF in storage at New Hogan Reservoir. Current releases are set at 91 cfs. There is 1,804,076 AF in storage at New Melones Reservoir. Current releases are set at 220 cfs. The current release at Goodwin Dam to Stanislaus River is set at 203 cfs and release to all water users is set at 203 cfs. The District Water Treatment Plant (WTP) is currently processing 30 mgd. North Stockton is currently utilizing 6 mgd. South Stockton is currently using 5 mgd. Cal Water is currently utilizing 17 mgd. The City of Stockton WTP is currently processing 10 mgd.

3. Report on General Manager Activities
a. CVP Water Association – Executive and Financial Affairs Committee Meeting, 11/15/24
Director of Finance and Administration Ram is absent and will report on this item at the next Regular Board Meeting.
b. Stockton East Water District Activities Update
Manager Hopkins reported he had a meeting with the urban contractors about a new potential Water Supply contract. The group is getting a draft contract ready and is almost ready to go to legal counsel. Manager Hopkins reported he received an email from City of Stockton, stating they want to pause on the discussions until they replace their Deputy Director.
Manger Hopkins reported he and District Engineer Evensen had a meeting with the Army Corps of Engineers, they are kicking off the water control manual update for New Hogan and will also include advance weather forecasting. The Army Corps of Engineers will be looking at different options, having several workshops internally and externally to evaluate those options, ultimately recommending something to the Board.
Manager Hopkins reported on the Calaveras River FloodMAR Study Workshop, during the workshop Department of Water Resources discussed in 2050 there will be a 5% reduction in supply from New Hogan and an 18% reduction in supply from New Melones.
Manager Hopkins reported on the District’s Safety Week, which consisted of 10 days, where District staff focused on getting training done. He thinks the safety week went well and there will be a second safety week in January for employees that could not attend training during this past week.
4. Stockton East Water District Operations Update
Chief Plant Operator Brothers provided the Board with an update on the District’s Water Treatment Plant Operations. Chief Plant Operator Brothers reported for the month of October, the Water treatment Plant collected 98 samples and there were zero samples that tested positive for Coliform and E.coli. The Groundwater Coliform Monitoring there were zero samples collected from the wells for the month of October. He also reported the past 7-day rain total which equaled 0.004 and the surface water production for the Treatment Plant was 3,906 AF and City of Stockton Treatment Plant was 1,859 AF. The groundwater production for Stockton East Water District was 0 AF, California Water Service was 240 AF and City of Stockton was 1 AF for a total of 241 AF.

Manager Hopkins reported the District received a letter from South San Joaquin Irrigation District expressing their support to Stockton East Water District Upper Farmington Canal Lining Project.
