A. PLEDGE OF ALLEGIANCE AND ROLL CALL
President Atkins called the regular meeting to order at 12:30 p.m., and Administrative Assistant Rodriguez led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance & Administration Ram, District Engineer Evensen, Water Supply Manager Donis, Administrative Assistant Rodriguez and Legal Counsel Zolezzi. Director Cortopassi was absent.

Director Atkins presented the Board with a Cancellation of December 3, 2024, Stockton East Water District Regular Board Meeting.

E. COMMITTEE REPORTS
1. Municipal Operations Committee Meeting, 11/04/24
Directors Panizza, Nakaue, and McGurk attended the Municipal Operations Committee Meeting. Director Nakaue reported the primary focus was on budget adjustments related to the surplus and their impact on rates. Director Panizza reported the committee also discussed the allocation of costs between urban and rural water users. Discussion followed.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 11/05/24
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 173,827 AF in storage at New Hogan Reservoir. Current releases are set at 91 cfs. There is 1,801,169 AF in storage at New Melones Reservoir. Current releases are set at 24 cfs. The current release at Goodwin Dam to Stanislaus River is set at 205 cfs and release to all water users is set at 205 cfs. The District Water Treatment Plant (WTP) is currently processing 34 mgd. North Stockton is currently utilizing 6 mgd. South Stockton is currently using 4 mgd. Cal Water is currently utilizing 20 mgd. The City of Stockton WTP is currently processing 13 mgd.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported he received a report forecasting the current water year and outlining expectations for the coming months. Manager Hopkins reported the District will plan for a "normal" water year and predicts receiving a New Melones allocation next year, with expected inflows of approximately 160 TAF for New Hogan and 1.3 MAF for New Melones this year.
Manager Hopkins reported the public comment period for the Eastern San Joaquin Groundwater Subbasin 5-Year Update Sustainability Plan has concluded, with 11 comment letters received. Manager Hopkins reported a meeting is scheduled for November 14th, where legal counsels from the participating agencies will meet to draft formal responses to the comment letters.
4. Stockton East Water District Water Supply Update
Water Supply Manager Donis provided the board with an update on the District’s water supply. Every month the monitoring well data is collected. Water Supply Manager Donis reported on the monitoring wells/groundwater level change in the last 12 months. The 3 wells between Administration and South Raw Water Reservoir averaged 2.5 ft down in the last 12 months. The 3 wells east of the East Reservoir averaged 2.1 ft down in the last 12 months. The 3 wells East of the nursery on Main averaged 4ft down in the last 12 months. One well northwest corner of SEWD is down 1.5 ft in 12 months. One well center of Bozzano is down 5 feet in 12 months. The 4 wells east of the North Raw Water Reservoir averaged 12.9 ft up in the last 12 months.
Water Supply Manager Donis reported on the New Melones Lake. The storage last year was 1,904,394 acre-feet and storage today was 1,801,169 acre-feet. The top of conservation was 1,970,000 acre-feet. Water Supply Manager Donis also reported on New Hogan Lake. The storage last year was 182,984 acre-feet and storage today is 173,827 acre-feet. The top of conservation is 201,600 acre-feet.
